The platform-designated compliance delegate the FACTORY wires into every new compliance-manager clone.
Never zero: the constructor seeds it and setComplianceDelegate rejects zero. Read it
to show which platform delegate policy-ON creates will wire.
Not ComplianceManagerClient.complianceDelegate(). That method has the
same name on a different contract and returns the delegate one already-
deployed manager clone actually uses; this is the factory-level value
applied to future clones.
