Description

Whether holder holds role on a compliance-manager clone. address is the CLONE.

With DELEGATION_ADMIN_ROLE this is the gate on the delegate surface - mount useAddComplianceDelegate's and useRevokeComplianceDelegate's controls behind it. Holding a role here grants nothing on the airdrop instance itself; the two contracts have separate role sets.

Stays disabled until both role and holder are defined, so a UI can call it unconditionally while the role constants are still loading.
