With DELEGATION_ADMIN_ROLE this answers "who may add or revoke a
delegate?" - the administrative counterpart to
useComplianceInfo's clientDelegates, which answers "who may
currently decrypt?".
Unlike an airdrop instance, this contract enforces no "never empty" floor:
emptying DEFAULT_ADMIN_ROLE here freezes the clone's delegate set
permanently, so surface count before offering the last revoke.
Unpaginated - role sets here are operator-sized.
